Ready to enroll?
If you’re a new Postal service employee enrolling for the first time, or are ready to switch your health plan – you’ve come to the right place.
For most people, benefits will begin on the first day of the first full pay period. New hires have 60 days to enroll for health coverage. Verify your effective date with the agency or retirement system that maintains your health benefits enrollment.

Enrolling or switching your health plan is easier than you’d expect
Newly eligible employees generally have 60 days to enroll in a health plan.
- If you don’t make an election, you are considered to have declined coverage.
Your next enrollment opportunity will be Open Season unless you have a qualifying life event (QLE), such as marriage or the birth of a child.
- A QLE may make you eligible to enroll or change your FEHB coverage outside of Federal Benefits Open Season.
During the annual Federal Benefits Open Season, anyone eligible to participate in the FEHB Program may enroll, change health plans or options or cancel their FEHB enrollment.
- If you’re enrolling during Open Season, you have from November 11 to December 9, 2024, to enroll or change your enrollment.
You can consult with your agency’s human resources office or check the FEHB Program Handbook for more information about qualifying life events and details about Federal Benefits Open Season.
2025 Benefits Open Season
The 2025 PSHB Open Season will run from November 11, 2024 through December 9, 2024.
How to enroll in PSHB
Start by choosing an MHBP plan option and selecting the enrollment code for the level of coverage you need
- Self only, Self plus one or Self and family.
Standard Option codes
- Self Only Code: 73D
- Self Plus One Code: 73F
- Self and Family Code: 73E
Consumer Option codes
- Self Only Code: 74A
- Self Plus One Code: 74C
- Self and Family Code: 74B
Value Plan codes
- Self Only Code: 73A
- Self Plus One Code: 73C
- Self and Family Code: 73B
Enroll using the method in use by your agency
- Most federal employees use Employee Express to enroll
- You can find more enrollment systems at OPM.gov
Postal Service employees enroll using PostalEASE
- Sign into your account at LiteBlue to manage your FEHB enrollment
Paper Enrollment
- If online enrollment is not available, complete an Standard Form (SF) 2809 Employee Health Benefits Election Form and return it to your health benefits officer.
You will receive confirmation of enrollment from your chosen plan
- MHBP will send you a welcome package that will include your health plan ID card and welcome brochure.
Retiree enrollment information
During Open Season, Annuitants can make enrollment changes online using OPM’s Open Season Online system
Outside of Open Season, Annuitants should use one of the options provided below to make an enrollment change
- Call OPM’s Retirement Information Center at 1-888-767-6738
- or 1-800-878-5707 for a TDD for the hearing impaired
- or 1-202-606-0551 for annuitants in the Washington, DC local calling area for a TDD for the hearing impaired
- Send an email to retire@opm.gov
Enrolling in Aetna Medicare Advantage for MHBP Standard Option
It’s easy to opt in to Aetna Medicare Advantage for MHBP once you’re enrolled in MHBP Standard Option
To complete your enrollment in Aetna Medicare Advantage, we will need to confirm your Medicare information
- Log in to the Retiree benefits website (see below)
- Then give us a call at 1-866-241-0262 (TTY: 711) Monday-Friday, 8 AM–9 PM ET
- You’ll need to provide your Original Medicare effective date for Parts A and B and your Medicare Beneficiary ID (MBI).
